Everyone deserves equal access to mental health care. You may benefit from intensive outpatient program services if your care plan states you require at least 9 hours of therapeutic services per week. Assertive Community Treatment (ACT)
Compared to mental health services, substance use disorder services are covered less often. Specific services included in psychosocial rehabilitation differ by state, but often include psychological treatment; creating a long-term support system for basic needs such as housing, employment, and social network; and educational, emotional or other support for enrollees’ families. As of September 2015, 46 states and the District of Columbia offered at least one service in the day services category, such as community psychiatric support services, and assertive community treatment under the rehab option. The rehab option allows states to cover a wide variety of recovery-oriented services for both mental health and substance use disorders. States are required to cover only certain mental health and substance use disorder services such as medically necessary inpatient hospital services, outpatient hospital services, rural health clinic services, nursing facility services, home health services, and physician services.
Who Receives Community Mental Health Treatment?
These expansions will build more CCBHCs across the country and, along with the SAMHSA CCBHC expansion grant program, will support increased adoption of this model. A notice of funding opportunity to award 15 additional states with planning grants is expected to be posted this summer for award early in Fiscal Year 2025, and 10 more states will have the opportunity to join the CCBHC Demonstration Program in Fiscal Year 2026. In March 2023, SAMHSA used BSCA funding to award 15 CCBHC state planning grants. “This is another example of our commitment at HHS to transforming behavioral health and ensuring all Americans have access to behavioral health resources.”
New York Protections Apply to the Following Health Insurance Coverage
Evidence from a concurrent economic review indicates that mental health benefits expansion did not lead to any substantial increase in cost to health insurance plans, measured as a percentage of premiums. There are many protections and coverage requirements for mental health and substance use disorder services under comprehensive health insurance policies that are sold in New York. These high rates of coverage reflect state trends in recent years to expand Medicaid services across the behavioral health care continuum—however, coverage of services may not translate into access to care, particularly given workforce shortages that make accessibility a challenge for Medicaid enrollees (as well as people with private insurance).

All papers were coded, and codes were synthesized into areas of ingredients. After the removal of duplicate papers by the first author, the papers were screened in three rounds. Finally, we added several papers manually in consensus with our research group that were found lacking in the results, but which did meet the inclusion criteria. To reduce the number of irrelevant studies, exclusion terms based on the eligibility criteria were added to the search strategy (e.g., somatic disease, dementia, and COVID-19). The most common keywords from the 16 papers were the basis for our search terms. Figure 1 shows these 16 relevant papers with the biggest bullets and shows that some papers have more in common with each other than others.
